About SCALE 2030

SCALE 2030 is a Clean Energy Transition Institute (CETI) and 2050 Institute project that builds on Operation 2030. It aims to shift Washington from an approach focused on incremental energy efficiency and emissions reductions to a systemic framework that will enable the rapid market transformation needed to decarbonize buildings in under 25 years.

Working with market actors and subject matter experts, SCALE 2030 analyzes and prioritizes policy and investment recommendations to remove systemic barriers and inform policy, planning, and budgeting efforts. This critical analysis and engagement supports policymakers working to rapidly modernize the building sector and reduce emissions across Washington.

SCALE 2030 is informed by five key organizing principles:

Initiatives

SCALE 2030 comprises a series of research and analysis initiatives. The first two papers were published in 2025. The SCALE 2030 Roadmap is the third initiative, published in April 2026. Pending funding, the next SCALE 2030 initiative will be a scorecard highlighting Washington’s progress towards a clean buildings transition in the residential and commercial sectors.
