Along with financing and market transformation that drive access to clean energy solutions for buildings, policy levers are critical tools to push demand towards those solutions. Each building sector segment needs a clear regulatory path—including a comprehensive set of mandates—to maximize energy reductions, build out load flexibility, and transition off fossil fuels by 2050.
The regulatory paths must be tailored for each building segment, such as commercial/multifamily buildings greater than and less than 20,000 sq. ft., as well as single-family residential. The path for each segment could include various combinations of energy codes, building performance standards, disclosure and upgrade requirements, and policies like a zero-emission heating equipment standard that focuses on improving the efficiency and health impacts of appliances installed in buildings across all segments. The following actions together provide a complete regulatory path for all segments.
