Building Upgrade and Performance Standards

A comprehensive set of energy codes, performance standards, and appliance emissions standards regulate steady energy reductions, decarbonization, and increased demand flexibility for all building types and sizes.

Along with financing and market transformation that drive access to clean energy solutions for buildings, policy and regulatory levers are critical tools to increase demand for those solutions. Each building sector segment needs a clear regulatory path—including a comprehensive set of mandates—to maximize energy reductions, build out load flexibility, and transition off fossil fuels by 2050.

The paths must be tailored for each building segment and could include various combinations of energy codes, building performance standards, disclosure and upgrade requirements, and policies like a zero-emission heating equipment standard that focuses on improving the efficiency and health impacts of appliances installed in buildings. The following actions together provide a complete policy and regulatory path for all segments.
