
Reliable transition funding is needed to increase Washington's institutional and market capacity to scale clean buildings. With a greater focus on the larger clean buildings ecosystem, the state can harness market forces and maximize the impact of incentives and subsidies for individual projects and installations. Several elements require funding to encourage and support the development of this new ecosystem, notably Washington Builds, a new accelerated market transformation strategy, and the establishment of targets and tracking mechanisms. The goal of funding and establishing these elements is to break the endless need for funding and instead build permanent capacity for building sector transformation.
