Set and Track Building Sector Goals

Action Description

  • Establish statewide building sector goals and targets for key metrics such as energy use, emissions, and sales shares for key technologies. Goals and targets could be set for the building sector as a whole, or split by segment. These are not intended to be at the individual building level and do not take the place of goals and targets set through building performance standards.
  • Set final goals and targets for 2050, with five-year milestone goals through 2050 to guide progress.
  • Track key metrics on an annual basis and publish progress online with an interactive dashboard.

Why It Matters

Building sector goals and targets will provide concrete goals to accelerate the clean buildings transition; help ensure planning and policy and program design; align with the state’s economy-wide energy and emissions goals; and provide timely feedback to state agencies and the clean buildings ecosystem to support accountability and inform course corrections and future funding decisions.

Centering Equity

Targets that specify achievements in highly impacted communities (i.e., the share of heat pump installations or energy savings achieved) could help ensure that building upgrade benefits are equitably distributed.

Key Steps & Timing

2027:

  • The Washington State Legislature directs the Department of Ecology to set building sector goals and targets. The Department of Ecology, with input from the Department of Commerce and the public, develops the goals, targets, and associated milestones.

2028:

  • The Department of Commerce, as the agency focused on clean buildings, leads on identifying and implementing strategies to reach the goals and targets, including aligning codes and standards, market transformation, and financing.

2028 and beyond:

  • The Department of Ecology publishes annual progress tracking against goals, targets, and milestones. Hiring a third-party to develop and implement the annual analysis and maintain the online dashboard would help ensure timely feedback.
